Will a blu-ray dvd player work on a tv without the hd converter box?
I have a tv with high definition capability, but I do not have the hd converter box. Also can a blu-ray dvd player play regular dvds not just blu-ray disks?

You just connect the blu-ray player directly to your HDTV. There is no "HD converter box" needed (are you talking about the digital TV tuner? that’s only used by your antenna, not things like a blu-ray player.)
Blu-ray players can play regular DVDs as well, and upscales them just like those upscaling DVD players.
First, let me ask you why you think you need a "hd converter" box if you have a TV with high def capability?
The ONLY case where this is true is if your TV was an "HD Ready" tv and does not have a built in tuner. Look at the back of your TV. If it does not have a threaded coaxial connector (http://www.bv229.k12.ks.us/bvnw_lmc/tvcoax.png)
